Erin Laird ? ? Hi John, ? Here?s an update I receive today.? I was told to thank you for spreading the word about the blood drives and upcoming BBQ ? so, thank you John! ? Erin is out of ICU and now in a rehab ward; they have inserted rods into her femur and pelvis, she is receiving physical therapy to try to get her moving but aren't sure if her left leg has nerve damage and that's why she is struggling to stand on her left leg or whether its just lack of feeling, coordination, strength etc. Her left arm is badly injured, her elbow joint received major damage and the major arteries in her lower arm were severed. She will lose her thumb, possibly other fingers but hopefully will retain her arm and will have some function with it. Her concussion, fever, infection etc. have gone. She is clear in her mind, determined to have an active life and realizes that despite coding twice in the OR it wasn't her time to go. She has moved from being confused and grumpy to being upbeat and determined to do something. She was excited to hear about the blood donations and believes it is a great legacy of her friends and the wider community. I am hoping to get a blood bank total this week so we can set a new target and encourage people to continue to donate. We are busy fundraising without using the ?F? word so that medical bills/insurance aren't aware of Erin receiving money. The reason for this committee and the ongoing work is due to the increasing awareness of government agencies of the issue of impaired riding. Impaired riding has been an issue for many years but in the past decade it gained prominence to the point it is a major part of any discussion where motorcycle safety is the topic. The MRF board tasked the committee to develop a program part of which will present the MRF position on impaired riding. The following position paper was presented to the Board at the September 2009 BOD meeting and with minor adjustments agreed upon and approved. Impaired Riding Position Paper Impaired riding is increasingly becoming a serious problem causing escalating attention in both the motorcycling community, and the various bureaucracies with oversight of motorcycling fatality statistics. As awareness of this issue increases, individuals and organizations alike must make decisions as to how they will address the concerns of riding impaired. Impaired riding occurs in a variety of conditions, the most common and probably of most concern is alcohol. Drinking and riding is the most obvious and the most frequently pointed to as a cause of concern. However, impaired riding is also a condition that occurs under the influence of prescription drugs, illegal drugs, and over the counter drugs. As leaders in the motorcycling community we must educate and inform riders of the hazards and encourage personal responsibility. Impaired riding is sited as the cause of Forty-one percent of the 2,182 motorcycle riders who died in single-vehicle crashes in 2007, they had BAC levels of .08 or greater, (NHTSA). Motorcyclists must face the fact that this number is the one area where the fatalities are in our direct control. If we want to bring about a reduction in the number of impaired riding fatalities each of us must watch out for ourselves and those we ride with. The Motorcycle Riders Foundation, MRF, has taken the position that individual responsibility is the ultimate way to reduce fatalities. We encourage organizations and riding groups to do what they can to take proactive efforts promoting unimpaired riding. Through outreach campaigns of the risks associated with riding impaired; using education and awareness of the various ways one can become impaired; and promoting and increasing efforts to watch out for fellow riders, we can make a difference and perhaps save a life and at the same time reduce the fatality numbers. ? OTS gives grants of this money to local police departments with the instruction to use it in areas where there have been more than usual motorcyclist injuries or deaths. The money is supposed to used to ticket traffic violations by ANY VEHICLE, including cars and trucks, that could cause injury or death to motorcyclists. This is supposed to be done by normal patrol?.not ?checkpoints?. Quite often the police send press releases to the local newspapers, who then print headlines about ?police to ticket motorcycles? Whenever this comes to my attention, I send a copy of the news release to the OTS to let them know how their money or information is being used or misused. To demonstrate how out of control the use of the grant money from NHTSA thru OTS has become, the City of Citrus Heights announced that their ?motorcycle safety? checkpoints will check for loud mufflers courtesy of overtime money and sound meters provided by money from the Office of Traffic Safety. Managing Distractions Once you sit behind the steering wheel of a car, the competition for your attention begins in earnest. This has been the case since the advent of motorized transportation. Modern technology has expanded the field of play, as has an overabundance of roadway signage, but drivers have typically learned to adapt to distractions. For the most part, drivers have been successful. A new study published by the Governors Highway Safety Association (GHSA) notes that when driving conditions get riskier, motorists pay greater attention to driving and simultaneously filter out more distractions. Obviously there is a limit to how many and what kind of distractions can be balanced properly, and that tolerance level varies by individual driver. The GHSA report estimates that 15 to 30 percent of all crashes are caused by at least one driver being distracted. This estimate may be low considering that investigating officers rarely know what each driver was doing immediately prior to the crash. And, of course, speed is usually listed as the default cause when no other reason is immediately obvious. The GHSA study, which interestingly was financed by State Farm Insurance, makes some interesting points: Drivers are distracted one-quarter to one-half of the time. States should hold off enacting more bans on handheld devices until the effectiveness of such laws are more fully evaluated. (The report found no evidence that cell phone or texting bans have reduced the number of crashes.) Existing distracted driving laws should be enforced. This is not to suggest that texting while driving is a safe activity. But it is a wise caution to stop passing behavior-specific distracted driving laws. That only serves to put police in the difficult position of pre-judging which drivers are more at risk. Rather, the GHSA recommends expanding educational programs on the dangers of inattentive driving at the federal, state, and even employer levels. The Association also suggests that the automobile industry "continue to develop, test, and implement measures to . . . warn drivers of risky situations." These recommendations mirror what the NMA has been advocating for many years. The bill, H.R. 2715 introduced by Reps. Mary Bono Mack (R-Calif.) and G.K. Butterfield (D-N.C.), cleared the full House by a 421-2 vote on Aug. 1, and then earned approval in the Senate the same day. The bill now goes to President Obama to be signed into law.? ??????????? The legislation exempts OHVs -- including kids' dirtbikes and all-terrain vehicles (ATVs) -- from the Consumer Product Safety Improvement Act (CPSIA) of 2008.? ??????????? The CPSIA bans the making, importing, distributing or selling of any product intended for children 12 and under that contains more than a specified amount of lead in any accessible part. The rider, 56, of San Diego was riding his Harley-Davidson on state Route 67 near Scripps Poway Parkway about 3 p.m. when a Dodge Durango tried to take a left but stopped in the middle of the road to avoid hitting a bicyclist, California Highway Patrol Officer Brian Pennings said. Livingston hit the back of the car and was thrown over it and into the back of an SUV. The new law is a victory that is the result of nearly three years of intensive efforts by the AMA and its partner organization, the All-Terrain Vehicle Association (ATVA), their members and millions of advocates of responsible OHV recreation. "Federal legislators deserve a lot of thanks for their tireless efforts, especially U.S. Rep. Denny Rehberg (R-Mont.), U.S. Sen. Amy Klobuchar (D-Minn.) and all the other lawmakers who supported an exemption," said AMA President and CEO Rob Dingman. Predictability A common theme aimed at explaining at least a portion of the country?s economic problems is that there is a lack of predictability when it comes to taxes, regulations, laws, executive policies, and international affairs. As a result, the people, the companies, and local governments that could step up to the plate with investments, projects, and jobs remain frozen in place, afraid or unable to act. These issues are at play in the NMA corner of the world as well. Here are a few common examples: We drive down a road and see a speed limit sign. Is that really a reasonable number? Is that a number that reflects the normal traffic speeds in this area? Is that number enforced, or is there a large leeway between it and the number actually enforced? Is that number enforced equally among older drivers and teenagers; white and black drivers, drivers of sports cars and bland sedans; or residents and non-residents? Is that number based on sound traffic engineering principles or is it the product of a political process aimed to appease roadside residents?? The truth of the matter is that we seldom know. The result is erratic traffic flow, conflicts between drivers, wasted fuel, increased vehicle wear and tear, and discriminatory enforcement. Further down that same road we encounter a traffic light. The light turns yellow. Can we continue and clear the intersection before the crossing traffic receives the green signal? If we?re not sure and we stop abruptly will we be hit by the vehicle behind us? If we pass through one controlled intersection is the next controlled intersection timed to allow our passage if we adjust to the normal traffic flow, the speed limit, or accelerate to avoid a needless delay? We could continue with a host of other examples that cry out for predictability; school zones, construction zones, curve warnings, and stop sign locations being a sample, but the point is made. When it comes to their application, our supposedly "uniform" traffic laws and traffic control devices are anything but. For the most part there are solid proven criteria for posting signs, setting limits, and guiding traffic, but adherence to those criteria is the exception to the rule. In the months since the public dismissal of ATS? services, the Houston story has taken on soap opera dimensions. In sequence of actual events: A federal judge ruled that the November camera referendum did not meet city requirements, and therefore the ballot results were invalid. Houston Mayor Annise Parker declined to challenge the judge?s ruling and ordered that the cameras be turned back on. Scores of city residents complained loudly to the mayor and city council members about the reactivation of the cameras. Parker got the message from her constituents ? don?t you love when democracy works as it should? ? and voiced her support for permanently removing the cameras. She urged the city council to vote accordingly on a corresponding resolution. ATS pledged to take the matter to court, threatening that ?a legal battle that could cost the city in excess of $20 million.? Houston City Council has, at the time of this writing, delayed action on the resolution that would ban the use of red-light cameras, perhaps deterred by ATS? aggressiveness. If this progression is giving you a mild headache, the pain probably doesn?t compare to the migraines that ATS executives must be feeling based on these recent developments: Los Angeles waved goodbye to ATS cameras last month. An ATS executive, who has since been dismissed from the company, was caught representing himself online as a local Mukilteo, WA resident ? a very pro-camera resident, of course ? while a petition demanding a public referendum on the use of red-light cameras was being circulated in the city. There was attempted collusion with the Mukilteo mayor by the same ATS executive to head off the citizens' petition. A release of internal emails from the Lynnwood, WA police department brought to light: a) the police chief?s comments of how dependent the city is on the revenue from ATS ticket cameras, b) a police sergeant?s offer to help ATS with red-light camera marketing and lobbying efforts, and c) the deputy chief?s inquiries to ATS about job opportunities at the camera company while beginning negotiations for renewing the city?s camera contract with them. A Washington Superior Court judge fined ATS $10,000 for interfering with the right of the public to petition their government. The judge?s action followed a lawsuit filed by the camera company that attempted to block grassroots efforts in the city of Bellingham to place an anti-camera initiative on the public ballot. The judge also ordered ATS to pay the legal fees of the initiative?s sponsors. The Sun Sentinel in South Florida published an investigative report about the aggressive and misleading lobbying tactics used by ATS to secure more red-light camera contracts in the state. Improper inflation will cause our tires to cup or crown, and less tire will be touching the road.? Balding tires and canoes go sideways in the water.? ?But, you don?t always get what ya? want?.There are the common items that cause us some concern, like rain on the road?Dry road will exhibit a coefficient in excess of 0.7, (3/4 of a measuring unit), while the same pavement when wet may exhibit friction values down to 0.25 (1/4 of a measuring unit).? When you are on a ride up in the mountains and the water starts to ice up, the available friction may be as low as 0.05?Slip Slidin? away !? ? ?We are also aware of the danger of those steel construction plates?When we get on one of those, we don?t even think of touching our brakes ! The ability to stay off ?our brakes when necessary, is one of the reasons that we always keep a good following distance.? Some of the other hazards that sneak up on us are sand, gravel and steel sewer covers.? When you come around a corner and find your front wheel on either gravel, sand, or steel, ?if you gas or brake at that moment, the front end and back end of your bike will want to react differently and move off in different directions.? ? Then there is that substance that the highway crews put down to help us out?but very often does just the opposite?..Pavement Paint.? Paint markings are put on the pavement to guide drivers, but the degree of skid resistance that they provide is of increasing concern with the growing use of plastic materials.? Painted markings generally lower the skid resistance of a pavement and when applied over large sections, will increase the distance it will take you to come to a stop.? There is a multitude of different paints that can be used;? Fast drying white paint with beads are ok;? Hot plastic with beads are not as safe;? and the worst?Smooth cold plastic with no beads.? Non-beaded plastic has the friction level of Hydroplaning or melting ice.? Unfortunately, as we are approaching a painted pavement marking, we have no way of guessing which paint was used ! ? ?When one of your tires is on pavement and your other tire is still on a painted marking there will be differences in Friction Coefficients and will create difficulties in controlling your bike when braking or accelerating.? There is even a difference in Co-efficiency of Friction between Blacktop and Concrete. Marking materials generally lower the skid resistance of a pavement, and differential friction caused by marking materials may also give rise to hazardous situations, such as excessive vehicle yaw during locked wheel skids.?
