If we knew the road work was happening there, we probably would have picked another route, but it often comes as a surprise.? How we get through it depends on how we read the road ahead. ? First and Foremost we need to show attention to, and care for, the construction workers.???? ?Give ?em a Brake? as the sign reads.? There is usually plenty of warning when lanes are closing and traffic is merging together.? Plenty of warning that is, for those drivers around you who are bothering to look down the road.? A lot of them don?t aim high,? and spend most of their time being surprised by things that happen.?? Use your hand signals when slowing in tight traffic? people tend to see that sooner than they see your brake light.? You know there are a lot of drivers out there with a ?me first? mentality who get impatient and selfish and meaner than snakes whenever they?re forced to slow down for anything.? Be ready for them to do something radical.? If everyone just followed the rules they learned in Kindergarten?You know, ?Be nice?? ?Share?? ?Don?t hit?, then merging would happen smooth and easy.?? Cars in the lane next to you that don?t have a decent following distance will suddenly swerve one way or another when the traffic slows down?Don?t stay in anyone?s Blind Spot any longer than necessary and be ready with your throttle, brakes, and horn.? Work zones are famous for rear-end accidents?So in stop-and-go traffic it can be a good idea to position your bike near the outer edge of your lane and keep an eye on your mirrors? If traffic is stopping and the guy behind you doesn?t seem to be paying attention, you can make a move out? between the rows of traffic and not be smushed like a bug. ? We?re keeping a Giant following distance, much more than usual, so we can see far enough ahead to spot any hazards in time to handle them.? We?re watching for unevenly paved lanes, you know? the dreaded Edge Trap? you can probably ride off ?the edge, but trying to ride up ?the edge will drop you in a flash!? These are especially dangerous at night when all blacktop looks the same and our depth perception is poor.? We?re staying alert for loose gravel, which will lengthen our stopping distance, holes in the road, and steel trench plates?Slippppppery !? We don?t even think? about touching the brakes while on a trench plate !? Be watching for paint lines that used to guide traffic in one direction but now go somewhere else?maybe off the road or into the next lane of traffic.? Watch for the driver in the next lane being confused by that, and drifting into your lane.?? ? Once we?re out of the Work Zone, we?re prepared for other drivers jackrabbiting up to speed and jumping around from lane to lane trying to make up the time they lost.? Tires, especially truck tires,? can pick up stones in a construction area, and then as they get back up to speed will slingshot those stones back at you.? By keeping a healthy following distance we stand a better chance of not being in range of those thrown stones, and not be feeling like a duck in a shooting gallery. ??Following distance is like Money. Some of California's new laws, as of July 1st 2011. State vehicle code: SB 949 prohibits cities and counties from substituting local laws for those already in the state vehicle code. The bill arose after some cities passed ordinances already covered by state law, then started writing tickets on the local laws as a means to boost revenue for the city. Cell phones in cars: SB 1613 closes an exception to the 2008 "hands free" cell phone law that allowed "push to talk" devices for drivers of commercial trucks, certain farm equipment, tow trucks or similar vehicles. ? Hybrids lose carpool lane privileges: In a massive bait and switch .scam, the state has revoked the car pool lane privileges for nearly half a million hybrid owners. In 2005 with approx 50,000 hybrids in California, the state offered the car pool lanes to single drivers of certain hybrids as incentive to get more "green" machines on the road. Now that 425,000 hybrids are registered (out of 32 million total registered vehicles) the state has pulled the car pool privilege out from under them. Beginning July 1st, 2011, those yellow stickers will no longer be honored and a single driver of a hybrid will have to get in line just like everybody else. Failure to do so will result in a minimum $431 fine. NON ? MOTO ????Carbon monoxide detectors required: A new state law requires all single family homes that have either an attached garage, a fire place or a heater that burns fossil fuels (which includes natural gas) to install a carbon monoxide detector. These devices cost anywhere from $20 to $90, but failure to install one by July 1st 2011 will result in a 30 day notice. Failure to comply will result in a $200 fine for each offense. If you'd like a bit more visibility when braking, you can change this bulb out for a 2357 bulb. The 2357 is available at any auto parts store (there's also a 2357A which is yellow). It produces the same brightness for the tail light (3 lumens) but 25% more light for the brake (40 lumens vs. 32) So why didn't Kawasaki use the 2357 bulb in the first place? Well, there's a downside or two that you'll have to weigh. The power required to run the 2357 bulb is the same as the 1157 in normal running but with brakes applied there is a slight increase in the amps required (2.1 for the 1157, 2.2 for the 2357). The resulting increase in watts used is 1.28 watts, or a 4.76% increase over the standard 1157 bulb. You probably won't lose any sleep over that. The major sticking point is bulb life. Your 1157 brake light element is rated for 1200 hours while the brighter 2357 element is rated for 400 hours. (The tail light element in both bulbs is rated the same at 5000 hours). THIS JUST IN....If you can find them, Sylvania has a long life 2357 bulb labeled 2357LL which has about double the life of the standard 2357. There is also a Halogen bulb option but you'll risk melting your tail light lens using it. "that on- or off-highway motorcycles and all-terrain vehicles (ATVs) be part of any scientific study by the NAS" related to ethanol-blended gasoline. NAS stands for the National Academy of Sciences. The subcommittee held a hearing on July 7 entitled "Hitting the Ethanol Blend Wall: Examining the Science on E15." The hearing focused on E15, a new gasoline formulation that contains up to 15 percent alcohol by volume. The U.S. Environmental Protection Agency in October 2010 approved the use of E15 in model year 2007 and newer light-duty vehicles (cars, light-duty trucks and medium-duty passenger vehicles). In January 2011, the EPA added model year 2001-2006 light-duty vehicles to the approved list. No on- or off-highway motorcycles or ATVs are currently approved. At its hearing, the subcommittee indicated that it may require the EPA to arrange with the NAS to study a full range of issues related to E15. In the letter, AMA Washington Representative Rick Podliska said the AMA and ATVA have concerns about: E15 being put in motorcycles or ATVs mistakenly and damaging engines; the continued availability of gasoline that has no ethanol, or gasoline with only a 10 percent blend that is safe for use in motorcycles and ATVs; the possibility that "blender pumps" -- which dispense multiple grades of gasoline through a single hose -- could introduce enough ethanol into gasoline to be used in a motorcycle or ATV to damage the vehicle; and that ethanol absorbs water, which could be harmful to motorcycles and ATVs. "In conclusion, to address our concerns, the AMA and ATVA urge that on- or off-highway motorcycles and ATVs be part of any scientific study by NAS," Podliska wrote. "Not only should the study focus on the short- and long-term impacts on vehicles and engines, but should consider financial implications of increased ethanol use in gasoline on consumers; fuel producers, distributors and retailers; vehicle and engine manufacturers, dealers and service facilities; and the environment." NORTH CAROLINA PROHIBITS MOTORCYCLE-ONLY CHECKPOINTS ?HB 381,?an Act to Prevent Law Enforcement Agencies from establishing patterns for vehicle stops at checking stations based on a particular type of vehicle is now Session Law 2011-216,? reports Doc Ski, legislative director for CBA/ABATE of North Carolina and a member of the National Coalition of Motorcyclists Legislative Task Force (NCOM-LTF). ? The legislation passed unanimously through both houses of the legislature, and was signed into law on June 23 by Governor Beverly Perdue, making North Carolina the second state in a month behind New Hampshire to enact such laws in response to NHTSA funding of motorcycle-only checkpoints to stop motorcyclists en route to major biker events to check equipment and paperwork. ? This bill, sponsored by Rep. John A. Torbett (R-Stanley), provides that a vehicle checkpoint pattern designated by a law enforcement agency shall not be based on a particular vehicle type and must include all types of vehicles, but does not restrict any other type of checkpoint or roadblock which is otherwise lawful. ? In addition to preventing motorcycle-only roadblocks, Governor Perdue also signed HB 113 to increase the minimum penalties for violating the right of way of a motorcyclist.? The previous fine for this infraction was a mere $25, but this bill sponsored by Rep. Ric Killian (R-Raleigh) calls for a $200 fine for a driver who causes?a motorcyclist to leave his travel lane.? The fine is increased to $500 if there is property damage or personal injury sustained from this violation. ? STATES GREEN-LIGHT RED-LIGHT LAWS Motorcyclists in a growing number of states are being allowed to go through red lights when sensors aren't able to detect they are there. Effective July 1, Virginia became the tenth state since 2002 to give motorcyclists license to proceed with caution after stopping when the device that causes the light to change from red to green doesn't activate, while a similar bill in Illinois sits on the governor?s desk awaiting his signature. ? HB 1981 by Virginia State Delegate Thomas A. Greason (R-Potomac Falls) allows riders of motorcycles, mopeds and bicycles to treat red lights as stop signs provided they come to a complete stop for two cycles of the light before proceeding with due care when safe to do so. ? Illinois Governor Pat Quinn has until August 29 to sign or veto HB 2860 by Rep. Dan Beiser (D-Alton) which would permit motorcycle operators to proceed through a steady red signal that fails to change to green within a ?reasonable period of time?. In order to garner support for the measure, the city of Chicago was exempted from the proposed new law. ? Kansas also recently passed a "dead red" law that allows motorcyclists to run inoperable red lights without risking a ticket, and similar legislation has passed in Minnesota (2002), Tennessee (2003), Arkansas (2005), Idaho (2006), Wisconsin (2006), North Carolina (2007), South Carolina (2008), and Missouri (2008). Texas and California have addressed the problem by passing laws to require stoplights to be fitted with sensors that can detect motorcycles. ? PENNSYLVANIA OKAYS SUNDAY BIKE SALES Governor Tom Corbett marked the midpoint of the 2011 legislative session in July by signing dozens of new laws, including legislation allowing Sunday sales for motorcycle dealers. ? Effective in sixty days, licensed Pennsylvania motorcycle dealers will be allowed to sell, buy or trade bikes on Sunday. Current law allows the sale of motorcycle parts and other merchandise on Sunday, but not bikes. ? SB 419 is designed to give Pennsylvania dealers a level playing field with neighboring states that allow Sunday sales. Supporters have said sales have fallen in southeast Pennsylvania stores and have grown in New Jersey and Maryland since Sunday sales began recently in those states. ? HARLEY-DAVIDSON AUTOMOBILE LICENSE PLATE DEBUTS IN WISCONSIN The first-ever Harley-Davidson license plate for automobiles is now available to Wisconsin drivers to help fund safety initiatives. DELAWARE GOVERNOR VETOES HELMET LAW REPEAL Governor Jack Markell has vetoed HB 95 which would have repealed the requirement that persons operating a motorcycle in Delaware carry a safety helmet. Since 1978 when the state repealed their mandatory helmet law, Delaware has one of the most unique helmet laws on the books by requiring riders to have a helmet in their possession on the bike, but not requiring those over 18 to actually wear one. ? Even as Delaware riders hear of their governor?s decision, all eyes are on Michigan where a bill to repeal their 42-year old helmet law appears destined for their governor?s desk, where its fate is no more certain. ? The Michigan Senate recently voted 24-14 to approve a measure that would allow motorcyclists 21 or older to go lidless if they have been licensed to operate a motorcycle for at least two years or have passed a safety course, though ABATE of Michigan opposes an amendment requiring $100,000.00 in medical coverage to ride without a helmet, calling it excessive and noting that many insurance companies don?t offer such coverage, and if they did the cost would be prohibitive. ? ABATE says they will fight to have the insurance requirement removed as the bill moves through the house, but though republican Governor Rick Snyder remains noncommittal he has hinted to the Detroit News that he?s willing to consider the elimination of Michigan?s motorcycle helmet law in the context of general auto insurance reforms that he?s preparing to propose to lawmakers. DMV Waives Late Renewal Fees Dear Neighbor: I've recently been receiving calls from a number of my constituents who report their DMV registration renewal notices are warning them they'll be liable for late fees if they don't pay their registration within just a few days. You should know that the CA Department of Motor Vehicles (DMV) has granted an automatic 30-day extension for vehicle registration fees. Motorists are being notified about the 30-day waiver via a special notice that's included in their DMV renewal packets, but it's easy to be confused, since the special notice contradicts the late fee information that's printed on the actual renewal form. Here's what happened: Last May, Democrats in the state legislature, still hoping to raise Vehicle License Fees as part of their state budget plan, passed a special bill (SB 94) ordering the DMV to stop sending annual notices for renewals due in July and later months. (July 1st is the start of the state's fiscal year). The delay was intended to provide the legislature extra time to increase DMV renewal fees. But the final budget deal did not include the anticipated renewal fee increase, and in the past couple of weeks, the DMV started catching up on its needlessly delayed renewal notices. In October 2010 the EPA approved E15, a new gasoline formulation that contains up to 15 percent alcohol by volume, for use in model year 2007 and newer light duty vehicles (cars, light-duty trucks, and medium-duty passenger vehicles). In January 2011, it added model year 2001-2006 light duty vehicles to the approved list.? As a motorcyclist, you need to be very careful because currently most on- or off-highway motorcycles and all-terrain vehicles (ATVs) are not approved for use of this fuel.? The heat generated by E-15 will damage motorcycle engines, especially air-cooled engines ? ? ??? So here is what I have???????? I spoke to a man yesterday from the CA.??Environmental Protection Administration?who said that if I was buying gasoline in California,? then I was certainly burning a blend containing ten percent Corn Alcohol/ Ethanol (E-10). ? If you go down to your neighborhood gas station you will see a tag on the glass face of the pump.? This tag is ? inch high, and 2 ? inches wide,? telling you that your fuel contains up to ten percent Ethanol.????? Bring a magnifying glass with you to read it.??? ?This has been in effect for some years, having been raised from a six percent level.??? He said that if anyone is trying to enter an E-15 proposal,? they are looking for at least a couple of years down the road,? maybe more in California , considering our environmental laws.???? We should not expect government agencies to be on our side,? as blended gasoline with Ethanol gets? Set up a specific emergency meeting place with your friends and family,? a park or a motorcycle shop. Next we have to consider the items we would like to have with us to make the next three days go well.?? We prefer 16 ounce plastic water bottles which pack nicely in the knapsack.? There is a good selection of freeze-dried foods (with a six-year shelf-life)? at the camping stores.? Pick up a cheap, folding Sterno stove and canned fuel,? a Boy Scout Mess-Kit, one big serving spoon, and some plastic dinner-ware. Anti-biotic hand cleaner is good?infection is bad.? Pack a couple of disposable butane lighters?..or you will get to just sit around and stare at the dry, cold food.? A bag of Protein bars from the health-food store takes up very little space,? but comes in real handy.?You should pack a good knife, if you don?t already have one on you.? ?If you are at home when the crisis occurs,? and you have any domestic animals,? leaving a big bag of dry food and a big pot of water before you hit the road,?will surely be appreciated by the animals. ? ? A couple of small flashlights., 50 feet of parachute cord, a roll of quarters, a small packet of toilet tissue, a? siphon hose and a small cheapo AM radio to keep up with news and weather??You will have food and drink?and a lot of other people won?t???..so stay aware of your surroundings for your safety and security. ? It is common practice after a long days ride to leave enough gasoline in your tank to get to the gas station in the morning, park your bike, kick-off your boots,? crank up some tunes, and relax.? If an emergency happens during the night and the whole area loses electric service?.then the whole area loses the ability to pump gas?? In a perfect world, the last stop of each day would be to? top off your fuel tank. ? "If we can raise awareness for motorcycle safety, then that's going to make every rider and every driver safer," Klapthor said. CHP officer Chris Parent added, "If people would slow down and back off, 90 percent of our crashes wouldn't even occur." The CHP says motorcycle accidents make up only 5 percent of crashes in San Diego County, but they account for 30 percent of fatalities.
