DISCUSS THE LATEST ON LANE SPLITTING LEGISLATION! AB 51, which recently passed the Senate Transportation Committee 11-0, has passed the full Senate, 38 to 0. The full vote happened yesterday, August 1st, 2016. Bill now goes back to the California State Assembly where it originated, for concurrence-meaning that the house of origin must approve changes made to a bill while it was in the second House. AB 51 has been amended since it was introduced last year, but heavy involvement from all involved parties along the way makes it likely that the bill will be approved. If not, it's eligible for a two-house conference committee composed of six legislators, three from each house. If required, the committee meets (in public session) to reconcile differences between the Assembly and Senate versions of the bill. NOTE: The bill is not without controversy in the motorcycle community mostly to do with how it might be administered. RUNS AND EVENTS. Be sure to check the Bailing Wire for ABATE events. Official event on September 9-11 has been cancelled for this year. Due to the cost of putting on the event, there will be an old fashioned "camp-out" on the same date at Frandy Campground in Kernville. Should still be a lot of fun. Today AB51 (the lane sharing bill) passed out of the Assembly 69-0! It is now headed to Governor Brown?s desk. Governor Brown has 12 days (including weekends) to sign or veto the bill. We have an urgent request for all of our members to send emails and / or letters of support for AB 51 (Lane Sharing) to Governor Brown. Letters and emails can be very basic and to the point. Jerry Brown has signed legislation that takes a step toward condoning the practice of lane splitting, in which motorcyclists drive between two lanes of vehicles. The Democratic governor's signature on Friday allows the California Highway Patrol to develop guidelines, but it stops short of explicitly authorizing the practice. Lane splitting is in a legal gray area in California, though law enforcement has long permitted it. The CHP published educational guidelines on lane-splitting in 2013, but regulators later ruled the agency had no authority to make public policy. The Assembly voted in May to explicitly allow it with a 50-mph speed limit, but the Senate watered down the bill before approving it unanimously.
